I would like to ask whether it is possible to import a jpeg or png image into GiD. The idea is to scale it within GiD and then draw over it. Is this at all possible or should I resort to another program like AutoCAD for example?

What do you want is exactly
View->Background image->Real size
and follow the lower messages of GiD: enter the coordinate of the lower-left corner, the coordinate of the lower-right corner and a third point of the plane (e.g the upper-left corner)
then you can use this 'background image' to manually digitize it.
There are other possibilities, if the image represent a terrain z(x,y) then you can directly obtain a grid (geometry or mesh) with
Files->Import->Raster GDAL...
Most image formats, will be accepted by these commands-
View->Background image->Real size
