Materials are only applied to 'whole elements' (e.g. can't be applied to
faces of tetrahedra, must be applied to triangles)

The normal way is to apply the material (and conditions) to the geometric
entities, and then generate the mesh.

If do you want a tetrahedral mesh, with materials applied to its boundary
triangles, must apply this materials to the surfaces and explicilty force
its triangles to be generated (from the menu Mesh-Mesh
criteria-Mesh-Surfaces, and select the surfaces you want)

(Mesh-Create boundary mesh)?
