You can't .
The 'element degree' is a global option, not a local option applied to
entities.
You can do some dark trick to have simultaneously both kinds, like export a
ASCII mesh (Files-Export-GiD Mesh...),
generate the other mesh, and reimport the first one (Files-Import-GiD
Mesh...), but you will have only the mesh, without applied conditions, etc.

Dear Geraldo,
You only can generate linear or quadratic meshes, but the same tuype of
quadratic element for the whole model.
One possible solution is to import an existing mesh inside an already meshed
model, and each of the meshes (the present in the model and the imported
one) can be different.
