In your case you need to subdivide your surface (circle with circular hole in the middle) into 4-sided surfaces. Each one of them will be able to be meshed with quadrilateral structured mesh such as the one in the figure.

According to the GiD logo in the snapshot, I guess you are using a really old version (maybe version 7?). This option is in more modern versions.

Hello,
it seems that your model has some wrong defined geometrical entities. If you set Utilities->Repair model, you will see that GiD is fixing some of the warnings, but the volume number 5 is not closed topologically.
If you fix this, the meshing process should be fine.
